This is by no means a complaint against teachers. I love teachers they provide free babysitting five days a week so I can do housework.

I haven used an alarm in months. It been lovely. But apparently I have to get up before 7am now. And I say 7am so I don sound as lazy as if I said 9am which is more in line with recent daily routines.

Thing is, I just trained the kids to make their own breakfast and watch ABC2 and not come into my bedroom every single morning (read as morning and now I expected to get out of bed just after sunrise! I hate this so much.

This means some sort of planning rather than opening the pantry and trying to make sense of the ingredients.

Who wants a ham and jam sandwich? Cucumber and lettuce? It was a rhetorical question. I don care.

I will pick the least stained and hole filled shirt for the first day of school so they don stand out amongst the other well turned out kids. After that they look pretty much the same as last year.

And if I need to buy a new piece of uniform, because other parents type faster than me on Facebook when a school shirt pops up in my feed, just accept they be way too big they so expensive these days they need to last until they finished grade 12.

Ward 12 Councillor Gord James' efforts to have a crucial component of the Northwest Trunk Sewer built over the Scugog River instead of drilling underneath just missed getting council's approval on Tuesday (Aug. 14) in a vote of 8 7.

Last month, Coun. James asked City of Kawartha Lakes staff to come back with a report outlining the feasiblity of using the old concrete railway piers at the Lindsay site to support the pipes. His argument was that it would not only save a lot of money, but was an environmentally sound solution, as drilling under the river risks disturbing the PCBs that are known to be in the bedrock.

Coun. James wasted not time in moving that staff take the 'over the river' option, start the Environmental Assessment (EA) process and initiate an RFP for the project.

He argued that building over the river (including a bridge that would support pedestrians and vehicles other than fire trucks) was environmentally risk free and more cost effective, and that more pipes could be added if necessary.

But, council wasn't ready for things to move that fast.

Jeff Seaton, manager for the project, appeared visibly alarmed, particularly since staff has already brought two 'under the river' options forward to council. There has already been an EA done (through the Ministry of the Environment) for those options.

Ward 8 Coun. Donna Villemaire thought there was too much in Coun. James motion, and moved to divide it, but, without success.

Mr. Seaton and director of planning and engineering Ron Taylor noted that changing the plan at this point to go over the river means a new EA would be necessary (the first took nine months). As well, Mr. Seaton advised the cost of the pipes alone, not including any of the other work necessary (such as setting them onto the piers) could run between $1 million and $1.3 million.

Mr. Taylor said the target was September for council to decide which method of going under the river would be used, and that Coun. James' proposal was "a game changer."

Ward 3 Coun. David Hodgson supported Coun. James, saying the above river option was a "no brainer." He, along with Ward 4 Coun. Glenn Campbell, expressed concerns with the trenchless technology of going under the river. Neither councillor is happy with the risk factor if the mining disturbs the bedrock and something goes wrong.

Mr. Seaton assured council that the experts all say that going under the river is safe "provided the rock is sound", and that a contingency plan is in place in case of a mishap.

But, it's the unknown that worries some councillors; and the potential financial and environmental costs if something does go wrong. The City and the MOE are well aware there are PCBs in the riverbed.

"It's a variable we can't control," said Coun. Hodgson.

Mr. Seaton was worried about the integrity of the concrete piers, which are about 100 years old and supported the old railway. While testing would determine that integrity, he had doubts about whether the piers could bear the weight of huge pipes that are filled with moving water and vibrating for 80 years. Describing this component as the "lifeblood" of the trunk sewer, he wondered if the old piers would last that long.

Council heard the lands on either side of the river are "not secured" and there is no budget for the extra costs of going over the river. And, Mr. Seaton said while the land developers, who will bear most of the cost of the trunk, are focused on when it will be done, they would not be happy with increased costs and delays.

Ward 13 Coun. Pat Warren said the problem is that council is getting information from "two opposing engineering consultants" and are finding it hard to make a decision "because we're not engineers."

She said she had doubts about the piers, because when she recently paddled her kayak along the river, she took a closer look. "They're 100 years old."

She recommended council hold off until after a meeting with both consulting firms, but a motion to defer the issue was defeated.

Ward 1 Coun. John Macklem said he had experience in mining, and visibly scoffed at Mr. Seaton's claim that the risk of drilling under the river is minimal.pandora jewelry

"There is no such thing as solid limestone," he said, adding the risk of fracturing the bedrock was "100 per cent."

He too, asked what the cost to the City would be if something goes wrong. Not exploring the option of going over the river at the outset, he said was "unconscionable."

More discussion followed on the condition of the piers, and Coun. Hodgson noted that England's London Bridge is "1,400 years old and still standing." But, Mr. Seaton said no reputable engineer would put his reputation on the line without testing the piers' integrity.

Coun. Hodgson asked if doing an EA to determine the feasibility of going over the river would be cheaper in the long run. He said he thought the attitude was "damn the torpedoes" and wondered how much over budget the project is.

Coun. James made one last plea, saying one person had asked him, 'Why would you want to open the Pandora's Box of going under the river?'

He noted there are "PCBs in the sediment around the piers, too. We're at the door."

He and Mr. Seaton both noted the MOE will make the "ultimate" decision on which (under the river) method is chosen.

Councillors Brian Junkin, Andy Luff, Steve Strangway, Pat Warren, Doug Elmslie, Patrick O'Reilly, Gerald McGregor and Mayor Ric McGee voting against Coun. James' motion. Councillors Heather Stauble and Ron Ashmore were not at the meeting.

Kofi Annan, chair of the Africa Progress Panel and former secretary general of the United Nations, said in a statement that the G 7 agreement "is encouraging and an essential first step to ensuring that agreement is honored."

"Today, for the first time ever, G7 leaders have rallied behind a long term goal to decarbonize the global economy," said Jennifer Morgan, global director for the climate program at the World Resources Institute, in a statement. "This long term decarbonization goal will make evident to corporations and financial markets that the most lucrative investments will stem from low carbon technologies."
